Government failing to act according to the constitution: Coltart

Former Primary and Education Minister, David Coltart has blamed the new government under President Emmerson Mnangagwa for failing to act constitutionally.

The former minister said this at the Zimbabwe International Trade Fair in Bulawayo on Tuesday.

In his presentation at the Institute of Chartered Accountants of Zimbabwe, he highlighted that the current government has continued with the same errors that were in the previous government.

Coltart said that the constitution stipulates that the vice president shall not hold any other office but the current president appointed Vice President Kembo Mohadi to be responsible for the ministry of Defence and National defence policy.

He added that despite these clear provisions by the constitution, both the government under Mugabe and Mnangagwa ignored the devolution.”

“President Mnangagwa appointed provincial ministers and this is not constitutional as this was the same setup during Mugabe’s era hence nothing has changed,” added Coltart.

He also said if a government cannot follow the foundational law which is the constitution it gives uncertainty to the willing investors.
